1905 The first Kappa Psi Constitution was adopted on December 2, 1905 at the 8th Grand Council Convention in New York City — the foundation from which all subsequent governing documents have developed.

Submitting Local Ordinances
What are local ordinances?

As part of By-Law XVII of the Uniform Collegiate and Graduate Chapter By-Laws, and By-Law XIII of the Uniform Province Chapter By-Laws, individual chapters and provinces may pass a set of amendments to the uniform by-laws.

This set of amendments is known as the chapter or province local ordinances. They supplement — not replace — the Uniform By-Laws, and must be consistent with the Constitution and all superior enactments of the Fraternity.

Draft your local ordinances
Use the templates available in the Member Portal. Follow the numbering and structure of the corresponding Uniform By-Law sections.

Refer to the approval process in your By-Laws
Collegiate and Graduate Chapters: By-Law XVI. Provinces: By-Law XII. Follow the formal process as written.

Get chapter or province approval
Bring the proposed ordinances to a vote at your chapter or province meeting per the procedures in the Uniform By-Laws.

Submit to the Central Office
After approval, submit your local ordinances using the form below. The National Legislative Committee reviews submissions for correct formatting and alignment with the Constitution.
